וַיְהִ֗י בִּשְׁמֹנֶ֤ה עֶשְׂרֵה֙ שָׁנָ֔ה לַמֶּ֖לֶךְ יֹאשִׁיָּ֑הוּ שָׁלַ֣ח הַ֠מֶּ֠לֶךְ אֶת־שָׁפָ֨ן בֶּן־אֲצַלְיָ֤הוּ בֶן־מְשֻׁלָּם֙ הַסֹּפֵ֔ר בֵּ֥ית יְהֹוָ֖ה לֵאמֹֽר׃

After more than two centuries of neglect and decay, a royal initiative is launched to restore the Temple, a routine administrative mission that ultimately paves the way for a historic discovery. The effort begins in the eighteenth year of King Josiah's reign, a time when God awakened the king's heart to repair the sacred structure. The Temple was in desperate need of reinforcement, with various sections requiring complete rebuilding due to the passage of time. It had been two hundred and twenty-four years since the last thorough renovation was conducted during the era of King Jehoash [אברבנאל].

To execute this massive undertaking, the king dispatches a senior representative named Shaphan, who serves as the scribe. This title signifies that Shaphan and his family hold a very high government office, functioning much like a modern Secretary of State [ביאור שטיינזלץ]. Shaphan is sent on an official mission to the High Priest to organize and tally the funds that have been collected in the Temple. His directive is to prepare this money so it can be transferred directly to the artisans and builders tasked with the physical labor of the renovation [אברבנאל].

This royal errand serves as the official starting point for the Temple's restoration. Yet, as the physical repairs get underway, this practical mission sets the stage for a dramatic turning point in the nation's history: the unexpected unearthing of a hidden Torah scroll [מדוד ועד לחורבן].
