עֲלֵ֗ה אֶל־חִלְקִיָּ֙הוּ֙ הַכֹּהֵ֣ן הַגָּד֔וֹל וְיַתֵּ֣ם אֶת־הַכֶּ֔סֶף הַמּוּבָ֖א בֵּ֣ית יְהֹוָ֑ה אֲשֶׁ֥ר אָסְפ֛וּ שֹׁמְרֵ֥י הַסַּ֖ף מֵאֵ֥ת הָעָֽם׃

Even during periods when idol worship spread widely throughout the nation, the Israelites never stopped making journeys to the House of God and offering their donations [ביאור שטיינזלץ]. However, the physical structure had suffered from a long period of neglect. More than two hundred years had passed since the days of King Jehoash, and the building now required significant reinforcement and a thorough renovation [רד״ק]. To initiate the construction work, the king issues an order to process the donated funds that had been gathering over time.

These funds consisted of two different sources: donations brought directly to the House of God, and money actively collected by the Levites from the rest of the people [מלבי״ם]. The king's instruction regarding this money revolves around a concept of completion [מצודת ציון]. Commentators offer different views on exactly what this required. One approach suggests the order was to finish the ongoing process of collecting the funds [רד״ק, חומת אנך]. Another perspective explains that it was a directive to gather all the money together in its absolute entirety [מצודת דוד]. Alternatively, the command meant to completely empty out the collection chests and treasuries where the donations had been stored [רלב״ג, ביאור שטיינזלץ].

The task of handling these initial funds fell to the guards of the threshold. These individuals were either the gatekeepers who greeted the people arriving at the Temple [מצודת ציון, ביאור שטיינזלץ], or specific guards appointed over the Temple vessels who acted as treasurers [רלב״ג, רד״ק].

Once the money was fully gathered and counted, it was to be handed over to the appointed supervisors, led by the High Priest and the royal scribe. Their responsibility was to pay the wages of the various craftsmen, such as carpenters, builders, and masons, as well as to purchase necessary building materials like wood and quarried stone for the repairs. Notably, these supervisors were given complete trust. Because they performed their duties with deep honesty and integrity, they were never required to submit a formal financial report detailing their expenses [רלב״ג].
