בּוֹרֵ֖א (נוב) [נִ֣יב] שְׂפָתָ֑יִם שָׁל֨וֹם ׀ שָׁל֜וֹם לָרָח֧וֹק וְלַקָּר֛וֹב אָמַ֥ר יְהֹוָ֖ה וּרְפָאתִֽיו׃

God possesses the profound ability to transform reality by granting the gift of speech, which carries a message of peace and healing to every person, regardless of their starting point in life. The act of communication is a divine creation, bringing forth something entirely new as the natural fruit of human lips [מצודת ציון, אבן עזרא, ביאור שטיינזלץ]. On a fundamental level, God simply grants humanity the physical ability to speak [ביאור שטיינזלץ]. Because of this, God does not desire physical afflictions or animal sacrifices; instead, He seeks the honest, heartfelt speech of confession and prayer [צאינה וראינה]. When the words of a prayer flow effortlessly from a person, it is a sign of divine creation, indicating clearly that the prayer has been accepted and that peace is assured [צוארי שלל].

Beyond individual prayer, God promises to form a completely new social reality. Instead of using words for criticism, teasing, or conflict, people will be given new expressions of comfort, allowing them to greet one another with a profound and emphasized peace [רש"י, מצודת דוד, רד"ק]. This resulting peace is directed toward both the far and the near. Some commentators understand this literally, viewing it as a promise of peace for everyone, whether they are geographically distant from Jerusalem or living close to it [רד"ק]. It also serves as a call to establish peace with both distant strangers and close family members [מצודת דוד, צאינה וראינה].

However, the primary approach among commentators takes a more spiritual view. The one who is far represents the repentant person who was once distanced from God due to past sins but has now returned. In contrast, the one who is near represents the completely righteous individual who has been devoted to serving God since youth [רש"י, מלבי"ם, צאינה וראינה]. The repentant person is intentionally mentioned first to teach that their spiritual level is actually greater than that of the completely righteous. God rushes to forgive and draw close the one who has successfully overcome a distant past [רד"ק, צאינה וראינה]. Whether praying for a stranger or a relative, the promise of peace and healing remains equally open to everyone [רש"י, צוארי שלל].

Ultimately, God Himself takes direct action to heal. By decreeing this message of peace, He brings complete recovery to both the individual and the nation. This encompasses physical healing from sickness and injury, as well as spiritual healing from the pain of sin [רש"י, מצודת דוד, מלבי"ם]. God does not send a messenger to accomplish this. Instead, through His direct, personal intervention, He mends what is broken and fully restores peace [צוארי שלל, ביאור שטיינזלץ, אבן עזרא].
