אֵ֣ין שָׁל֔וֹם אָמַ֥ר אֱלֹהַ֖י לָרְשָׁעִֽים׃ {פ}

Following divine promises of profound peace for the righteous and those who return to God, a sharp boundary is drawn regarding the fate of the deeply wicked. Because they continually provoke conflict and stir up disputes, they are excluded from this promise and face inevitable punishment, leaving them entirely without peace [רש״י, מצודת דוד, שד״ל]. This absence of peace is not merely the withholding of a reward, but rather a perpetual state of existential restlessness. The wicked remain in a constant state of agitation, entirely unable to quiet their own spirits [אבן עזרא, ביאור שטיינזלץ]. This internal turmoil does not stay contained; it radiates outward, ultimately corrupting and damaging everything they possess [מלבי״ם].

Beyond individual turmoil, the denial of peace carries a broader social consequence. It does not simply describe a neutral state where there is neither peace nor active war. Historically, groups of wicked individuals have sometimes managed to survive and even triumph in conflicts due to a strong sense of internal unity, as was seen during the generation of Ahab. Therefore, the curse directed at them is the specific removal of this social cohesion. Stripped of their internal unity, they will inevitably become trapped in their own wrongdoings and secure their own downfall [חומת אנך וצוארי שלל בשם ר' יעקב מולכו].

Despite this severe decree, the nature of the divine declaration reveals an underlying current of love and mercy [רד״ק, מנחת שי]. The message is delivered with an unexpected softness, indicating that while God will not actively initiate peace with them, the door to reconciliation remains open. If the wicked take the first step and ask for peace, God will draw them close [צוארי שלל]. Furthermore, to ensure they are not punished without fair warning, God sends a prophet to loudly and clearly rebuke them. This warning is specifically targeted at those who maintain a hypocritical facade of righteousness. These individuals attend synagogues, fast, and pretend to seek God, yet in reality, they continue to chase their physical desires, focus entirely on mundane affairs, and actively harm the people around them [צאינה וראינה, צוארי שלל].
