An eternal divine promise is given to the Israelites, guaranteeing an unbreakable bond that will withstand the test of generations. This covenant ensures that the spiritual heritage and destiny of the nation will never be lost, even during painful periods of exile and divine hiddenness. The covenant is forged with the people, specifically with those who turn away from transgression and remain faithful to God [ביאור שטיינזלץ].

What exactly is this spiritual heritage that will never depart? Commentators offer different perspectives. One approach views the spirit as the gift of prophecy. According to this understanding, the promise ensures that the prophetic spirit will never cease from the descendants of Israel [אבן עזרא, מצודת דוד, מצודת ציון]. In contrast, another primary approach identifies both the spirit and the words directly with the Torah itself. This guarantees that even in the darkest depths of exile, the Torah will never be forgotten [רש״י, שד״ל]. These are the teachings given through the covenant and placed in the mouths of the people so that they may study and hold fast to them [רד״ק, מצודת דוד, ביאור שטיינזלץ]. The fact that God describes placing these words in the past tense proves that this refers to the Torah that was already delivered, rather than a future succession of new prophets [שד״ל].

Blending these ideas reveals a chronological progression of spiritual leadership. In its early history, the nation was guided by the spirit of the prophets. When the era of prophecy eventually closed, leadership shifted to the words of the Written and Oral Torah. This vital transition is what secures the eternal survival of the people [מלבי״ם]. Alongside these views, another interpretation understands the spirit as a state of inner purity. God promises to instill a new, pure spirit within the people that will naturally prevent them from returning to sin [רד״ק].

This divine guarantee is absolute; these spiritual gifts will never move or depart from their place [מצודת ציון, ביאור שטיינזלץ]. The promise spans from the present moment into eternity, representing a continuous, unbroken reality that links all eras together until the end of time [מצודת דוד, שד״ל]. Ultimately, as long as the Israelites hold tightly to God's spirit and His words, they remain eternally bound to Him and assured of His redemption [ביאור שטיינזלץ].
