The foundation of the covenant between God and the Israelites does not rest on ritual worship, but rather on loyalty and obedience. The core instruction given to the nation is simply to walk in God's path and live truly as His people [ביאור שטיינזלץ]. Listening to His voice is the primary requirement. While bringing sacrifices is one of the commandments, God takes no pleasure in these offerings if they are performed without genuine obedience [מצודת דוד]. This priority is clearly reflected at the very heart of the law; the Ten Commandments do not include a single instruction regarding sacrifices [ביאור שטיינזלץ].

When the Israelites fulfill this fundamental condition of listening to God, a profound promise is realized. He promises to be their God, which signifies a direct relationship and personal guidance. God Himself will bring blessings directly to the nation, without the need for any intermediary [מצודת דוד]. Ultimately, the purpose behind all of these instructions is for the people's own well-being. God gains no personal benefit from their obedience or their actions. The requirement to walk in His ways is designed entirely for their own personal good [מצודת דוד].
