וַיְדַבֵּ֥ר יְהֹוָ֖ה אֶל־מֹשֶׁ֥ה לֵּאמֹֽר׃

Following a period of deep national despair, God introduces the commandment to separate a portion of dough. The primary approach among commentators links this instruction directly to the recent failure of the spies. After the people mourned the harsh decree to wander in the desert for forty years, God seeks to comfort them and strengthen their spirits. He does this by providing laws about wine libations and the separation of dough. Because these actions can only be performed once the nation enters the Land of Israel, they serve as a Divine guarantee. God is assuring the Israelites that they will indeed enter the land and offer sacrifices. This promise reflects a future of eating bread with joy and drinking wine with a glad heart, serving as proof that God has forgiven their sin and accepted them once again [מגלה עמוקות].

Beyond offering historical comfort, there is a profound conceptual link between the laws of wine libations and the separation of dough. The libations represent national abundance, agricultural success, and general prosperity as a direct gift from God. The command to separate the dough takes this broad message and applies it directly to the personal level. It teaches that the existence of every private home and every single individual is a unique expression of His care. Even within a time of national plenty, recognizing God's hand in personal sustenance requires an active expression of gratitude [רש ר הירש].

This act also marks a major spiritual and physical shift for the nation. During their forty years in the desert, the Israelites were sustained by Manna. Because this was a spiritual food provided directly from heaven, it did not require any portion to be separated. The duty only took effect when they entered the land under Joshua, the Manna ceased, and they started consuming physical bread grown from the earth. Furthermore, the instruction to separate the dough is placed immediately before the laws concerning idolatry. This sequence teaches that fulfilling this duty and recognizing God as the source of one's food is equated with rejecting idolatry entirely. Consuming physical food without acknowledging its Divine origin carries the severe danger of spiritual failure and sin [מגלה עמוקות].
