This raises a question regarding why Moses needed to address the nation at this specific moment [רש"י, גור אריה].

The primary approach among commentators is that while Moses had indeed taught the festival laws previously, he needed to review them as the actual time for the offering approached. He guided the Israelites through every practical detail, ensuring they were fully prepared to apply the laws in real-time [העמק דבר]. Another perspective suggests that Moses spoke to them to emphasize the exact timing, ensuring the offering would take place precisely in the month of Nissan during the spring season [מלבי"ם].

A subtle omission in the spelling of the word used for performing the offering serves as a historical hint. It reveals that throughout all their remaining years of wandering in the desert, the Israelites did not bring another Passover offering, making this particular event entirely unique [קיצור בעל הטורים].
