The primary approach among commentators is to understand this concept quite literally, applying it to a human king who personally judges his people. Instead of relying on lower-level officials who might be corrupt or prone to bias, this king takes a permanent seat to personally hear the claims of the litigants, moving beyond merely issuing a final ruling [מלבי״ם].
By operating in this hands-on manner, the king effectively sifts through the evidence, examining, scattering, and removing all forms of injustice [ביאור שטיינזלץ, מלבי״ם], or laying the wrongdoings bare for all to see [מצודת ציון]. This is achieved through his active, watchful supervision over the kingdom [מלבי״ם]. Alternatively, his piercing, hostile gaze strikes terror into the wicked, driving them away and ensuring that no uncorrected wrong escapes his grasp [אלשיך, עמנואל הרומי, אבן עזרא].
Alongside the literal interpretation of a human king or truthful judges, many understand the concept as a metaphor for God. When God sits in judgment, all human evils, even those committed in complete secrecy, are clearly revealed and spread out before Him [רש״י, מצודת דוד]. This idea directly sets the stage for a broader realization about human nature. If a mortal king can inspire such intense fear that wicked people are afraid to falsely claim innocence, knowing how much he despises evil, the standard is infinitely higher before God. Facing the King of Kings, who examines the deepest thoughts and accepts no bribes, no human being can confidently claim to have completely purified their own heart [מלבי״ם, עמנואל הרומי].
An additional, unique layer of meaning views the concept allegorically. In this approach, the king represents the human intellect. When a person's intellect sits in judgment over complex ideas in the pursuit of truth, it sifts through and scatters misleading opinions. By doing so, the intellect ultimately removes negative character traits and base desires from the individual [רלב״ג].
