יִשְׁלַ֣ח דְּבָר֣וֹ וְיַמְסֵ֑ם יַשֵּׁ֥ב ר֝וּח֗וֹ יִזְּלוּ־מָֽיִם׃

The transition from a rigid, frozen landscape to the lively flow of water reflects God's absolute control over nature. When snow, frost, and ice cover the earth, their hardened state prevents them from immediately watering the ground [המאירי]. To resolve this, God initiates a process of melting and renewal.

God's command triggers this thawing, but commentators differ on exactly how it unfolds. The primary approach among commentators is that God's will operates through natural phenomena, such as the heat of the sun or rain falling upon the ice to melt it [רד״ק, מצודת דוד, המאירי]. Conversely, another perspective suggests that the melting is caused directly by God's speech rather than the sun. This direct intervention ensures that the resulting water remains cold and refreshing to drink, an act viewed as a daily renewal of the original creation [אלשיך].

As the process continues, God sends a wind to blow across the frozen earth. This wind takes on several forms depending on the interpretation. It may be a western wind that carries rain [רש״י, רד״ק], or a warm breeze that blows directly over the ice [ביאור שטיינזלץ]. The wind also serves to scatter accumulated blocks of ice, accelerating their melting [רד״ק]. Following the alternative view, this wind is seen metaphorically as the breath of God's mouth, acting as the natural completion of His spoken command [אלשיך].

Ultimately, these actions cause the ice to transform into flowing water. This thawing does not happen randomly; it occurs at a precise time carefully calculated to provide the greatest benefit to fruits and growing crops [המאירי].

Beyond the physical changes in weather, this natural cycle holds a deep symbolic meaning. Severe cold and ice, which can sometimes kill planted seeds, represent harsh decrees and divine punishment. When God melts the ice and allows the water to flow freely again, He is effectively canceling the severe decree and restoring abundant blessing to the world. Through these everyday natural events, God reveals His immense power and the varied ways He guides the world, balancing periods of strict judgment with times of gentle kindness [מלבי״ם, המאירי].
