Beyond the basic understanding of God listening, there are deeper layers to how He responds. One perspective highlights the sheer speed of His acceptance. The very moment the prayer begins, God hears it, fully accepting the person's repentance and restoring him to his former standing and kingdom [מלבי״ם].
Another perspective reveals a unique, two-part process of divine kindness. First, God hears the prayer while it is still just a silent thought, fulfilling the request before a single word is even spoken. Second, He listens to the physical sound of the prayer once it is finally expressed. This second act of listening is not meant to evaluate or grant the request, as that has already been accomplished.
