הִנֵּ֨ה אַשּׁ֜וּר אֶ֣רֶז בַּלְּבָנ֗וֹן יְפֵ֥ה עָנָ֛ף וְחֹ֥רֶשׁ מֵצַ֖ל וּגְבַ֣הּ קוֹמָ֑ה וּבֵ֣ין עֲבֹתִ֔ים הָיְתָ֖ה צַמַּרְתּֽוֹ׃

The mighty Assyrian empire, having already fallen from its peak, serves as a powerful symbol of historical dominance. The prophet uses the image of nature's strongest, tallest, and most impressive tree to illustrate Assyria's supreme standing among the nations. This image is a resounding warning to other leaders who rely on their own strength. The reference points to the great empire that preceded the prophet's time, which God had already brought down [רש״י]. Assyria serves as the ultimate standard of comparison, as it was even larger and more powerful than the king currently being addressed by the prophecy [מצודת דוד, ביאור שטיינזלץ].

This immense power is pictured as a cedar in Lebanon, representing the finest and tallest of the region's trees, perfectly mirroring Assyria's status as the greatest of kingdoms. The beauty and sheer force of the tree are seen in its magnificent branches and the deep shade it casts. The primary approach among commentators is that the tree featured dense, tangled branches that created a large, heavy shadow. The cedar was so massive that it appeared as a small forest generating its own shade [ביאור שטיינזלץ], with growth so close and tangled that it completely hid anyone standing beneath it [מלבי״ם]. Others suggest the description simply points to an exceptionally thick, tangled branch [רד״ק, מצודת ציון].

The tree reaches an extraordinary height, with its topmost section stretching ever upward. Its canopy rests among thick, fresh, intertwined branches that give the tree its magnificent glory [מצודת דוד, רש״י]. Some explain that the canopy reaches so high it rests among the clouds themselves [ביאור שטיינזלץ].

Beyond the physical description lies a deep symbolic and historical meaning. The canopy towering over the tangled branches represents Assyria rising above the kings of other nations [רד״ק]. According to ancient traditions, Assyria earned this incredible greatness because of its moral courage during the generation of the Tower of Babel. When humanity banded together like a tangled, woven braid to rebel against God, Assyria refused to join their plot. As a reward, its canopy remained prominent and upright, rather than drooping down with the rest of the rebels [רד״ק, חומת אנך]. Furthermore, God granted this immense power to Assyria because the people of Nineveh listened to the prophet Jonah, fully turning away from their sins and the violence in their hands [חומת אנך].
