About a month after the people resumed the monumental task of rebuilding the Temple, a deep sense of disappointment began to settle over the workers [ביאור שטיינזלץ]. Among the returnees from Babylon were elders who still carried memories of the First Temple built by Solomon. They remembered a magnificent structure, grand in scale and adorned with gold and precious stones. In stark contrast, the new building taking shape before them felt entirely inadequate. Constrained by the building restrictions imposed by the Persian king and the sheer poverty of the returning exiles, this second Temple seemed like nothing compared to the glory of the past. Overwhelmed by this comparison, the people grew discouraged and began to neglect the construction work.

To combat this growing despair, a new prophetic message—the third delivered during this period—arrives during the seventh month of the calendar year, Tishrei [מצודת דוד, אבן עזרא, ביאור שטיינזלץ]. The communication is directed at the leaders, Zerubbabel and Joshua the High Priest, as well as the entire nation, with the goal of uplifting their spirits and encouraging them to press forward. The core message is a shift in perspective: the physical beauty and external wealth of the structure are not what truly matter. Instead, the true value of the Temple rests in God's will and the reality of His presence remaining with them [אברבנאל].

The message is not simply an abstract comfort, but a direct call to action. It is entrusted to the prophet as a practical mission, meant to be communicated directly to the nation so they will rise up and actively fulfill what God commands them to do from that moment onward [רד״ק]. By focusing on their spiritual duty rather than the physical limitations of their resources, the people are urged to cast aside their disappointment and recommit to the sacred work at hand.
