Because the prophet decreed a drought, blocking the flow of heavenly blessing to the people, he cannot receive divine provision through a direct miracle. Instead, he must rely on existing water that will eventually dry up. This ensures he personally experiences the very distress he brought upon the nation [מלבי״ם].
The primary approach among commentators is that the creatures sent to feed him are the familiar black birds [מצודת ציון, רד״ק]. God placing an order upon them is not a verbal command, but rather God instilling a strong urge within the birds to fetch bread and meat [מצודת דוד, רד״ק]. They sustain the prophet [מצודת ציון] by snatching food from other locations and bringing it directly to him [ביאור שטיינזלץ]. The specific choice of these birds holds an educational purpose. In nature, these birds are known for their cruelty. God sends them specifically to stir the prophet's spirit. Watching naturally cruel creatures act with mercy to keep him alive is meant to teach him a profound lesson: he too must stop acting harshly toward the Israelites and instead show them compassion [מלבי״ם, מצודת דוד].
Because this feeding is directed by God's will, the food brought to him is certainly kosher. The birds likely take it from the homes of the few righteous people left in the land, or, following the tradition of the Sages, directly from the royal tables of King Ahab or King Jehoshaphat [רד״ק].
