כִּֽי־הִנֵּ֤ה יְהֹוָה֙ יֹצֵ֣א מִמְּקוֹמ֔וֹ לִפְקֹ֛ד עֲוֺ֥ן יֹֽשֵׁב־הָאָ֖רֶץ עָלָ֑יו וְגִלְּתָ֤ה הָאָ֙רֶץ֙ אֶת־דָּמֶ֔יהָ וְלֹא־תְכַסֶּ֥ה ע֖וֹד עַל־הֲרוּגֶֽיהָ׃ {פ}

The era of unpunished historical wrongs is drawing to a close, making way for a period of active, divine justice. The earth, having silently absorbed the blood of the innocent for generations, will soon be forced to expose its hidden truths.

The shift in God's position is not a physical movement, but a vivid expression of a change in His leadership [רד״ק, מצודת דוד]. He is making a dramatic transition from mercy to strict justice [רש״י], revealing Himself to issue new decrees [אבן עזרא, שטיינזלץ]. The purpose of this shift is to actively remember [מצודת ציון] the sins of the earth's inhabitants, ensuring they are punished and repaid for their actions [מצודת דוד]. The primary approach among commentators is that this punishment targets the nations of the world who brought harm to the Israelites [מלבי״ם], though some identify the guilty specifically as the people of Mount Seir [רש״י].

During this judgment, the earth will expose the casualties and the blood it has swallowed [אבן עזרא, מצודת דוד, שטיינזלץ]. Blood is the central focus because bloodshed represents the ultimate act of violence and crime [רד״ק]. This exposure is largely understood as a metaphor. As long as innocent blood remains unavenged, it is considered hidden beneath the ground. However, when God finally takes vengeance for the fallen, their blood is viewed as exposed and visible [רד״ק]. This revelation serves to awaken divine anger for past wrongs. Moving forward, the earth will no longer provide a hiding place for murderers. Instead, it will immediately rise against them to ensure they face justice [מלבי״ם, שטיינזלץ].

A different perspective moves beyond historical judgment to describe the future resurrection of the dead. In this view, the uncovering of the buried is meant literally as the opening of graves. The absorbed blood refers to those who died a natural death in exile, while the slain are those who were martyred in agony. Both groups will awaken, rise to life, and shake off the dust of the earth [אברבנאל].

Given the immense turmoil, warfare, and the harsh reality of strict justice about to unfold, there is a clear reason for the earlier warning given to the Israelites. They are advised to seek shelter and hide safely in their rooms until the period of divine anger has completely passed [שד״ל, שטיינזלץ].
