נֶהֱמֶ֤ה כַדֻּבִּים֙ כֻּלָּ֔נוּ וְכַיּוֹנִ֖ים הָגֹ֣ה נֶהְגֶּ֑ה נְקַוֶּ֤ה לַמִּשְׁפָּט֙ וָאַ֔יִן לִישׁוּעָ֖ה רָחֲקָ֥ה מִמֶּֽנּוּ׃

From the depths of despair and helplessness, a nation trapped in ongoing distress cries out for relief. Their voices reveal a painful gap between a desperate hope for Divine intervention and a harsh reality where prayers seem to go unanswered and redemption feels completely out of reach.

The sounds of their suffering are compared to the noises of wild creatures. The primary approach among commentators is that these comparisons capture the deep pain and continuous wailing caused by endless troubles. The noises echo the groaning, moaning, and crying typical of bears and doves [רש״י, מצודת ציון, שטיינזלץ]. Together, the sounds of these animals represent a constant, desperate cry for help as the people find themselves weeping in prayer, unable to escape their suffering [רד״ק, אבן עזרא, אברבנאל, שטיינזלץ].

Offering a different perspective, [מלבי״ם] views these animal sounds as representing two distinct mental states during prayer. The deep noise of the bear symbolizes the strong, forceful demand of someone who feels they have earned justice through their good deeds. In contrast, the soft sound of the dove represents a weak, humble plea from someone asking for rescue based entirely on God's kindness.

This intense pleading ultimately leads to deep disappointment. The people hold onto the hope that God will execute justice against the nations and avenge Israel against its enemies [רד״ק, מצודת דוד, אברבנאל]. However, they are met with a sense of emptiness, feeling as though there is no one to deliver justice and no savior to rescue them [אבן עזרא, מצודת דוד]. The commentators explain that true salvation does exist, and God is certainly capable of saving them. Yet, this rescue remains distant and out of reach because of the overwhelming number of the nation's sins [מלבי״ם, אברבנאל]. In the end, the people come to the heavy realization that their own bad deeds have left them undeserving of a solution or redemption [שטיינזלץ].
