As the end of days approaches, just before a time of complete restoration, a great day of judgment will arrive to reveal the full power of divine justice. This prophetic vision repeats an earlier warning, a repetition meant to strengthen the message and guarantee its absolute certainty [רד״ק]. For a long time, God has held back His anger over the actions of the wicked, but eventually, this restrained anger must burst outward [מלבי״ם].

The eruption of divine wrath takes the form of a fierce storm wind driven by intense anger [מצודת ציון, ביאור שטיינזלץ]. Although it is spoken of as an event that has already occurred, this merely highlights that its future arrival is an absolute guarantee [מצודת דוד]. The true power of this tempest lies in its unique behavior. The primary approach among commentators is that the storm does not pass by in the blink of an eye; rather, it settles and lingers, dwelling heavily over its targets [רש״י, רד״ק]. Conversely, another perspective views the storm as a destructive, cutting force, acting like a saw that slices through and destroys everything in its path [מצודת דוד, מצודת ציון]. Other interpretations describe a storm that continuously gathers strength, sweeps up everything, and sends shaking and rolling forces across the earth [רד״ק, ביאור שטיינזלץ].

Ultimately, this devastating tempest will find its target, resting directly upon the heads of the wicked to deliver their punishment [מצודת ציון, מלבי״ם]. Some identify these wicked forces specifically as the nations of the world [רש״י]. However, punishing the wicked is not the ultimate goal, but rather a necessary step toward the future. Once justice is fully served, a completely new reality will emerge, defined by a deep, unbreakable bond between God and His people. Unlike in the past, this connection will no longer depend on human initiative or good deeds. Instead, it will flow from absolute divine grace, initiated entirely from above, and will endure forever without any conditions [מלבי״ם].
