The magnificent process of a storm and rainfall operates as a natural system managed with great precision by God. Whether in preparation for the roaring sound of rain echoing in the sky [ביאור שטיינזלץ] or in response to it, God then draws the clouds upward [מצודת ציון, מצודת דוד, ביאור שטיינזלץ]. These clouds are characterized by their ability to naturally elevate and lift themselves high into the air [מצודת ציון].

When clouds first appear to the human eye, they seem to rest at the very edges of the sky, rising from the distant ends of the earth. From these faraway horizons, God raises them and carefully directs them to the exact location where He desires the rain to fall [מצודת דוד]. As the rain approaches, lightning fills the sky. In a miraculous display, the heavy downpour of water does not extinguish these bright flashes of lightning [מצודת דוד]. Finally, God releases the wind, bringing it forth from the hidden storehouses where it is kept [מצודת דוד, ביאור שטיינזלץ].
