כּוֹס־זָהָ֤ב בָּבֶל֙ בְּיַד־יְהֹוָ֔ה מְשַׁכֶּ֖רֶת כׇּל־הָאָ֑רֶץ מִיֵּינָהּ֙ שָׁת֣וּ גוֹיִ֔ם עַל־כֵּ֖ן יִתְהֹלְל֥וּ גוֹיִֽם׃

A mighty empire acting as a tool of punishment often appears not as a weapon of war, but as an object of luxury. Babylon, under the rule of Nebuchadnezzar, is portrayed as a magnificent golden drinking cup that brings ruin and confusion to the world.

The imagery of gold carries multiple meanings. One approach views the gold as a reflection of Babylon's sheer power, representing a strong material [מלבי״ם] or the status of a vast, prestigious empire [ביאור שטיינזלץ]. Conversely, other commentators suggest the gold does not describe the cup itself, but rather the wine it holds, which is as clear, clean, and pure as gold [רד״ק, מצודת דוד ומצודת ציון]. This purity holds a deeper meaning: the clear wine represents the work of God, whose actions are completely perfect and pure [רד״ק].

Babylon does not conquer through its own independent strength. Instead, it rests firmly in the hand of God, serving as His messenger and the instrument of His anger to punish the nations of the world [רד״ק, מלבי״ם]. The cup Babylon holds is not filled with an ordinary drink, but with the wine of wrath [רש״י] or a poisonous brew [ביאור שטיינזלץ] that intoxicates the entire earth.

As the nations of the world are forced to drink from this cup, the devastating effects take hold. The primary approach among commentators is that this intoxication leads directly to foolishness, deep confusion, and madness. Stripped of their senses and clarity of mind, the nations become foolish and completely lose their ability to fight back or defend themselves against the Babylonian advance [מצודת דוד].
