וַיְצַוּוּ֮ אֶת־הָעָ֣ם לֵאמֹר֒ כִּרְאֹתְכֶ֗ם אֵ֣ת אֲר֤וֹן בְּרִית־יְהֹוָה֙ אֱלֹ֣הֵיכֶ֔ם וְהַכֹּֽהֲנִים֙ הַלְוִיִּ֔ם נֹשְׂאִ֖ים אֹת֑וֹ וְאַתֶּ֗ם תִּסְעוּ֙ מִמְּק֣וֹמְכֶ֔ם וַהֲלַכְתֶּ֖ם אַחֲרָֽיו׃

The transition of leadership brings a dramatic change in how the Israelites travel, requiring a completely new order as they prepare to cross the Jordan River. The primary approach among commentators is that the instruction to follow the Ark stems from the departure of the Clouds of Glory. As long as Moses was alive, the pillars of cloud and fire led the camp, setting the path and determining when to travel and when to rest. Now, with Moses' passing and the disappearance of the clouds, the people require a new guide. They are reassured not to fear, as the Ark will replace the cloud and lead them forward. This central guide is the Ark of the Covenant of God, named specifically for the Tablets of the Covenant resting inside it [מצודת דוד, ביאור שטיינזלץ].

Placing the Ark at the front of the camp marks a significant departure from their routine in the desert. During normal journeys, the Ark only moved after the first two camps had already set out, but for this unique journey, it advances first, ahead of everyone [רש"י, רד"ק, אברבנאל]. Another noticeable shift occurs with the individuals carrying it. While [רש"י] explains that the priests are simply referred to by their ancestral tribe of Levi, other commentators identify an intentional break from the norm. Typically, the Levites were responsible for carrying the Ark, but this time, the priests themselves take on the task. This change is meant to elevate the Ark's holiness in preparation for the tremendous miracle about to occur at the Jordan River [רד"ק, מלבי"ם].

Because of these major changes, the people cannot travel as they did in the past. They must wait patiently, and only when they see the Ark moving at the front, carried by the priests, are they to leave their places and follow [מצודת דוד, מלבי"ם, ביאור שטיינזלץ]. Following the Ark in this manner carries an expression of profound affection from God, as it is through the merit of the Ark that the people will soon cross the waters of the Jordan on dry land [חומת אנך]. Furthermore, since the Ark now serves as their official guide, the people must maintain a proper distance from it. This separation ensures that the entire assembly can see it clearly and follow its path without obstruction [רלב"ג].
