בַּעֲלֹ֣ץ צַ֭דִּיקִים רַבָּ֣ה תִפְאָ֑רֶת וּבְק֥וּם רְ֝שָׁעִ֗ים יְחֻפַּ֥שׂ אָדָֽם׃

The character of a society's leadership directly shapes its moral atmosphere and sense of security. When leaders are just, the community flourishes, but when corrupt forces take power, fear and moral decay quickly take over.

When good and honest people succeed and the world follows their path, a profound sense of joy and greatness fills the air [מצודת ציון, אבן עזרא]. Citizens feel pride in their land, and the cries of the oppressed vanish. Honest leadership naturally inspires actions that find favor in the eyes of God and humanity [רלב״ג, אבן עזרא, מצודת דוד, עמנואל הרומי, ביאור שטיינזלץ]. This positive environment also creates deep social safety. In the company of good people, one can freely praise others without fear that this praise will be used against them later, because the righteous genuinely rejoice in the success of their peers [חומת אנך]. On a personal, internal level, this dynamic mirrors the human mind. The righteous element within a person is the intellect. When the mind successfully governs physical desires, a person's actions become truly glorious, earning them honor even in the spiritual realm [עמנואל הרומי].

Conversely, a dark shift occurs when corrupt individuals rise to power. The primary approach among commentators understands this shift as triggering a desperate search. Honest people are forced into hiding out of fear of oppression, meaning anyone looking for a wise or upright person would have to search carefully just to find one [רלב״ג, ביאור שטיינזלץ, עמנואל הרומי]. At the same time, the wicked themselves are on the hunt, seeking out the wealthy in order to rob them [אבן עזרא, מצודת דוד]. They also actively search for flaws in good people, hoping to prove that everyone sins and thereby justify their own corrupt behavior [רלב״ג]. Furthermore, if an individual manages to acquire wealth during such a dark era, society will naturally investigate their actions, suspecting that they too must be corrupt to have succeeded under such leadership [אלשיך].

Another perspective suggests that the rise of the wicked forces honest people into disguise. To survive in such a hostile environment, an upright person must hide their true identity, change their appearance, and blend in so they are not recognized and harmed [מלבי״ם, עמנואל הרומי]. It becomes dangerous to stand out or to be praised, forcing good people to actively conceal their virtues [חומת אנך].

Finally, looking at this through an internal lens, the wicked represent a person's physical urges and material desires. When these base instincts take control, the intellect is either lost and must be searched for, or it completely changes its form. The rational mind becomes enslaved to poor character traits and flawed ideas, acting entirely against its true, elevated nature [עמנואל הרומי].
