Long before the physical universe came into existence, the wisdom of the Torah stood as an ancient, spiritual force. It served as the foundational blueprint and the guiding power for all of creation. Rather than being a passive concept, this wisdom was chosen, anointed, and crowned with absolute authority to act as a ruler and a queen over everything God would create [רש"י, אבן עזרא, מצודת ציון, מלבי"ם, אמרי דעת]. This royal status was set in place in the most primary stages of existence, long before the world was formed [אבן עזרא, מצודת דוד]. In fact, its governance began even before the earth itself was brought into being [רלב"ג].
The concept of the earth in this context extends far beyond the planet itself. It encompasses all of lower reality, including the primal matter composed of the four basic elements and everything existing in the physical realm [עמנואל הרומי, אמרי דעת]. To bridge the gap between His completely spiritual nature and the physical world He intended to build, God used the Torah as His primary tool of craftsmanship. He took the spiritual inner essence of the Torah and gradually condensed it, allowing it to serve as the source for creating physical matter out of nothing. Consequently, the Torah remains elevated like a princess above the murky physical materials that were formed through it. It is solely due to the Torah's merit that the physical world was able to endure from the dawn of creation until the Torah was formally given to humanity [אלשיך].
The authority of this wisdom is not confined to the physical universe. Before the heavens and the physical earth were made, God created the spiritual realms of pure intellects and angels. Even in that incredibly early stage, wisdom was already crowned to lead and govern those heavenly systems according to its laws [מלבי"ם]. Ultimately, the Torah serves as the supreme guide and ruler across all dimensions of existence. It governs the world of souls, the realm of angels, the heavenly spheres, and the physical world below, acting as the absolute ruler of the entire universe [אלשיך, ביאור שטיינזלץ].
