This physical detail reveals that the king is personally present at the scene, having arrived at the prophet's location alongside his minister, and hears the entire exchange [רלב״ג, אברבנאל].
Hearing the prophecy, the minister expresses complete disbelief that food prices could drop so drastically in such a short amount of time [אברבנאל]. He sneers that even if God were to open windows in the sky [מצודת ציון] and rain down wheat and barley directly to the earth, much like the manna in the desert [רד״ק], such overwhelming abundance would still be impossible [מצודת דוד, ביאור שטיינזלץ].
