דֹּ֖מּוּ יֹ֣שְׁבֵי אִ֑י סֹחֵ֥ר צִיד֛וֹן עֹבֵ֥ר יָ֖ם מִלְאֽוּךְ׃

The sudden collapse of a massive maritime empire sends economic and social shockwaves across the entire region, leaving its trading partners stunned. A call for silence reflects a state of deep sadness and mourning, as those in grief naturally sit quietly [מצודת ציון, שד״ל]. Alternatively, this silence represents a state of being completely broken [רד״ק]. This message is directed either at the people living on the islands surrounding Tyre [מצודת דוד, רד״ק], or at the city of Tyre itself [אבן עזרא, שד״ל, ביאור שטיינזלץ]. The destiny of Tyre is deeply tied to the merchants of Sidon, a neighboring port city [רש״י, ביאור שטיינזלץ] that was once considered the central hub of the entire district [שד״ל]. Although the merchants are addressed as a single entity, the message applies to the city's entire trading community [רד״ק, מלבי״ם].

The primary approach among commentators is that the events unfold into a shared economic disaster. Because Tyre and Sidon were located so close to one another, the fall of Tyre inevitably drags Sidon down with it. In the past, sailors and merchants constantly filled Tyre with great wealth and goods. Now that the city lies in ruins, the entire trading network has come to a halt. As a result, the merchants and island inhabitants have no choice but to sit in silent mourning [רש״י, מצודת דוד, רד״ק, שד״ל].

On the other hand, a different perspective views this as a prophecy of economic change. During Tyre's years of peace and prosperity, Sidon lived in its shadow and was barely noticed. Following Tyre's destruction, the people of Sidon initially mourn the loss of their own goods and investments that were stored there. However, the prophet tells them to quiet their crying. With Tyre removed from the map, the entirety of the region's sea trade will pivot directly to them. Soon, sailors will fill Sidon with massive amounts of cargo, completely compensating for their initial losses [מלבי״ם].
