Rabshakeh, the commander of the Assyrian king, delivers a crushing psychological blow to King Hezekiah of Judah. Through biting mockery and disrespect, he exposes the severe military weakness of Judah, illustrating just how hopeless it is for Hezekiah to rely on military assistance from Egypt.

The Assyrian commander issues a sarcastic challenge to the Judean king. The primary approach among commentators is that this challenge takes the form of a wager or a binding guarantee. He dares Hezekiah to enter a competition, demanding he make a commitment and prove whether he can actually meet the conditions of standing against the Assyrian empire [רש״י, מצודות, מלבי״ם, ביאור שטיינזלץ]. However, another perspective suggests that the proposal implies a joining together or a partnership rather than a bet. In this view, the commander mockingly proposes a joint military venture: the Assyrian army will supply the horses, provided Hezekiah can supply the riders [שד״ל].

The insult is then taken a step further. Rabshakeh declares that even if the Assyrian army freely gifted Judah two thousand horses, Hezekiah would be entirely unable to gather enough men from his ranks who actually know how to ride them. The Israelites were completely untrained in cavalry warfare and lacked the necessary skills for mounted combat [מלבי״ם, מצודת דוד, שד״ל, ביאור שטיינזלץ]. This highlights a devastating reality for Judah: even if Egypt were to send a massive supply of horses and chariots to aid them, the equipment would be completely useless without the skilled manpower needed to operate it [מלבי״ם].
