מְנַשֶּׁ֣ה אֶת־אֶפְרַ֗יִם וְאֶפְרַ֙יִם֙ אֶת־מְנַשֶּׁ֔ה יַחְדָּ֥ו הֵ֖מָּה עַל־יְהוּדָ֑ה בְּכׇל־זֹאת֙ לֹא־שָׁ֣ב אַפּ֔וֹ וְע֖וֹד יָד֥וֹ נְטוּיָֽה׃ {ס}

A tragic state of internal chaos, civil war, and political collapse tears the nation apart from the inside, serving as yet another stage in a chain of divine punishments. The primary approach among commentators is that the northern tribes of Israel engage in mutual destruction, descending into internal wars where they loot, rob, and ruin one another [אבן עזרא, רד״ק, מצודת דוד, מלבי״ם, אברבנאל]. This tragedy is deeply amplified because these are brother tribes who once shared the leadership of the kingdom, yet now turn violently against each other [רד״ק]. Such struggles reflect the deep turmoil and decay that spread through the kingdom of Samaria even before the King of Assyria invaded [ביאור שטיינזלץ]. Offering a different perspective, some view this interaction not as an internal war, but rather as a political alliance forming between the brother tribes [רש״י].

Following this, the rival forces unite for a common goal. The two northern tribes join forces and march together to wage war against the southern Kingdom of Judah in order to plunder its wealth [רש״י, אבן עזרא, רד״ק, מצודת דוד]. However, a different angle suggests that the purpose of this prophecy is not to deliver bad news about Judah, but rather to highlight the miserable condition of the northern tribes. While they were once united in their efforts to harm Judah, they have now deteriorated to the point where severe poverty and hardship drive them to fight among themselves [שד״ל].

Despite experiencing all these disasters and feeling that their society is falling apart, the people refuse to learn their lesson. They stubbornly continue their harmful behavior and fail to change their ways to calm the anger of God [רד״ק, ביאור שטיינזלץ]. This warning simply joins a long line of previous warnings that the nation chose to ignore [אברבנאל]. Because they refuse to repent, God is not finished holding them accountable. His hand remains raised in the air, ready to strike and deliver even greater punishments [מצודת דוד, אברבנאל, ביאור שטיינזלץ].
