God will actively watch over the people in order to shower them with great goodness, and He will rest His Divine Presence directly among them [מצודת דוד, מלבי״ם]. This marks a sharp contrast to their painful past. Previously, the nation had abandoned God and was consequently handed over to foreign powers, but this new reality changes their condition completely [מלבי״ם].
To secure this peaceful future, God will directly intervene through His divine providence [מצודת ציון]. His active involvement is designed to deliver exact and fitting retribution [מצודת דוד, ביאור שטיינזלץ] against every enemy who previously oppressed, pressured, and caused distress to the Israelites [מצודת ציון].
