The prophet shares a vision received directly from God, describing how an emissary [מצודת ציון, ביאור שטיינזלץ] or perhaps a heavenly angel [רד״ק] is dispatched across the world. These messengers travel directly to various heads of state [ביאור שטיינזלץ], passing along an urgent summons to form an alliance for war [מצודת דוד]. The rousing call delivered to these leaders serves to encourage and push them to march into battle [מצודת ציון].

The ultimate target of this vast military coalition is Edom, specifically focusing on the city of Bozrah and its surrounding towns [רד״ק, ביאור שטיינזלץ]. While this gathering can be understood as a standard military alliance, another perspective frames this prophecy as an event destined for the end of days.
