An urgent alarm sounds for the residents of Hazor, warning them to flee immediately from a looming Babylonian threat. Speaking in the name of God, the prophet delivers a dire message that an ordinary escape will not suffice. Simply moving their tents to a nearby location is inadequate; the people must wander to a very distant region [מלבי״ם]. Furthermore, they are instructed to seek out deep, secret hiding spots where no one can track them down [מצודת דוד, מלבי״ם, ביאור שטיינזלץ]. The warning is delivered as a continuous, direct plea to the inhabitants, emphasizing the immediate and personal danger they face [מנחת שי].

The cause of this panic is Nebuchadnezzar, the king of Babylon, whose ambitions for conquest extend even to peripheral lands like Hazor [ביאור שטיינזלץ]. The Babylonian king has issued a clear directive to his army, ordering them to march against a nation that is currently living in peace and quiet [רש״י].

The threat is particularly severe because the enemy's strategy involves two distinct elements: a general decision and calculated tactics. The initial decision represents his firm resolve to launch a war against this unsuspecting people. Beyond this, however, he has devised specific strategic methods designed to hunt down the residents of Hazor, ensuring they will be captured no matter where they attempt to run [מלבי״ם]. It is precisely because of these thorough and inescapable plans that the people are urged to flee so far and hide so deeply.
