אׇהֳלֵיהֶ֤ם וְצֹאנָם֙ יִקָּ֔חוּ יְרִיעוֹתֵיהֶ֧ם וְכׇל־כְּלֵיהֶ֛ם וּגְמַלֵּיהֶ֖ם יִשְׂא֣וּ לָהֶ֑ם וְקָרְא֧וּ עֲלֵיהֶ֛ם מָג֖וֹר מִסָּבִֽיב׃

A military campaign against desert tribes looks very different from a standard war. Rather than conquering cities or territories, the objective is to raid mobile camps, seize livestock, and strike terror into the hearts of the nomads. Because these shepherds live in the wilderness rather than in permanent homes [מצודת דוד, מצודת ציון, רד״ק], an attack against them directly targets their movable shelters. Invading forces sweep in to dismantle and carry off the heavy fabric curtains that make up their tents, seizing all their animals and worldly possessions [ביאור שטיינזלץ]. The intense focus on both the tents and their individual fabrics highlights the absolute thoroughness of the plunder [מצודת דוד]. Ultimately, the attackers claim all the property and camels as their own spoils [מצודת דוד, מצודת ציון].

This devastating raid results in deep fear and absolute panic [רש״י, מצודת ציון]. The primary approach among commentators is that the invading forces surround the nomads, trapping them and projecting terror from every direction [מצודת דוד]. The destruction is so complete that observers in the surrounding areas will speak of the event with absolute dread [ביאור שטיינזלץ].

A completely different perspective suggests that this scene does not describe an enemy looting the camp, but rather the natural survival tactics of the nomads themselves [מלבי״ם]. In this view, as soon as the tribes sense an approaching army, they quickly take down their own tents, load all their belongings onto their camels, and escape before the enemy can reach them. The resulting cries of terror are not threats from attackers, but the panicked warnings of the nomads shouting to one another. They alert their camp to the danger closing in from all sides, triggering a frantic, mass flight for survival.
