לְקֵדָ֣ר ׀ וּֽלְמַמְלְכ֣וֹת חָצ֗וֹר אֲשֶׁ֤ר הִכָּה֙ (נבוכדראצור) [נְבוּכַדְרֶאצַּ֣ר] מֶלֶךְ־בָּבֶ֔ל כֹּ֖ה אָמַ֣ר יְהֹוָ֑ה ק֚וּמוּ עֲל֣וּ אֶל־קֵדָ֔ר וְשׇׁדְד֖וּ אֶת־בְּנֵי־קֶֽדֶם׃

A shift in prophetic focus directs attention toward the deep desert, targeting the nomadic tribes of the Arabian Peninsula. God summons the Babylonian empire to launch a military campaign against these distant, isolated populations, specifically Kedar and the kingdoms of Hazor. These Arab tribes and tribal coalitions resided on the fringes of the Land of Israel [ביאור שטיינזלץ]. The people of Kedar were true desert nomads who lived strictly in tents, lacking permanent homes, fortified cities, or defensive walls [רש״י, מלבי״ם, אברבנאל]. God urges the Babylonian armies to rise up, march against Kedar [מצודת דוד, מלבי״ם], and oppress and plunder them [מצודת ציון]. The targets of this conquest are identified as the people of the East, a title given to Kedar and Hazor both because of their geographic location in the eastern region [מצודת דוד, ביאור שטיינזלץ, אברבנאל] and because they descended from the Ishmaelite families who originally inhabited that area [רד״ק].

The narrative uniquely highlights Nebuchadnezzar, the king of Babylon, prompting exploration into why his name is emphasized here compared to prophecies concerning other nations. One historical perspective explains that while neighboring nations like Edom, Moab, Ammon, and Aram had previously suffered military defeats at the hands of King David, the tribes of Kedar and Hazor had never been conquered by anyone until Nebuchadnezzar's arrival [רד״ק]. A different approach suggests the distinction lies in the underlying motives for the war. Other nations faced destruction as a divine punishment because they had actively harmed Israel. In contrast, the people of Kedar had never harmed Israel. Therefore, their downfall was not a direct divine decree resulting from their sins, but was driven entirely by Nebuchadnezzar's personal imperial ambitions and desire for conquest [אברבנאל].
