A divine command is directed toward an invading army, urging them to launch a campaign against a highly unusual target. Rather than facing a formidable military power, Nebuchadnezzar and his forces receive guidance from God to attack a nomadic nation living in absolute peace and entirely unprepared for war. These nomads pose no threat, yet Nebuchadnezzar is destined to plunder them along his path [מצודת דוד, מלבי״ם, ביאור שטיינזלץ]. The attack will be so unexpected that the invaders will not even need to chase down fugitives, as the thought of fleeing will never cross the minds of the victims [מלבי״ם].
The targeted people exist in a state of profound tranquility and security. This condition is twofold. Internally, their society is completely calm, free from any rebellions or civil disputes. Externally, they live with a deep sense of safety, entirely devoid of fear regarding outside enemies [מלבי״ם].
Because of this immense confidence, they live without the protection of enclosed, fortified cities [מצודת דוד, מלבי״ם]. They have no need for doors or the heavy poles typically used to lock city gates [מצודת ציון, ביאור שטיינזלץ]. Furthermore, their profound lack of fear means they do not feel the need to crowd together in large urban centers for mutual protection. Instead, each person dwells securely in isolation [רש״י, מצודת דוד, מצודת ציון]. This extreme isolation serves as a final advantage for the invading army. Since the nation lives completely alone, the invaders face no risk of neighboring countries or allies arriving to their rescue [מלבי״ם].
