A heavy and absolute punishment is decreed upon the nation of Elam, an inescapable destruction driven by fierce divine wrath. The primary approach among commentators is that God will completely break and shatter the nation as they face their enemies. This harsh judgment is fueled by God's intense anger [ביאור שטיינזלץ], which was awakened against Elam because of the harm and damage they inflicted upon the Israelites [רד״ק].

The resulting downfall will be entirely uncompromising. The enemy forces will not simply defeat them in battle and move on. Instead, the sword of the enemy will relentlessly pursue the people of Elam, hunting them down even in the distant places where they attempt to flee and hide [מצודת דוד]. This chase will continue without pause until the nation is completely wiped out.
