The prophecy of destruction against the nation of Ammon ultimately concludes with a promise of future restoration. The primary approach among commentators is that this period of rebuilding will only arrive after the Ammonites experience a severe downfall and receive the full measure of their deserved punishment. Only once this period of judgment is complete will a new era begin.

Following the completion of their punishment, God promises to bring back the captives of Ammon. He will gather those who were taken into exile as prisoners and return them safely to their homeland. This future hope of returning from exile mirrors a similar promise of restoration that was given to the neighboring nation of Moab.
