There are two main ways to understand the background of this unique focus. One perspective links the prophecy directly to Elam's actions against the Israelites. Because the Elamites assisted the Babylonians and joined them in bringing harm to Israel, they receive a standalone warning with an introduction similar to the one given to Babylon itself [רד״ק, אברבנאל]. Another perspective suggests the extended opening serves to separate this vision from earlier warnings given to nations like the Philistines, Moab, Ammon, and Edom.
