This profound scattering is pictured through the powerful imagery of winds blowing from the four corners of the earth. These winds strike the Elamites from every possible direction, with each gust forcefully pushing and scattering them to the opposite side until they are spread everywhere [רד״ק, מצודת דוד]. Alternatively, this imagery of the four winds serves as a metaphor not for natural forces, but for four distinct kingdoms that will rise to attack and defeat Elam [רד״ק].

Driven to every corner of the world [מצודת ציון], the scope of this exile will be entirely unprecedented. It will be so absolute and far-reaching that there will not be a single nation on earth left untouched by the arrival of Elamite refugees [מצודת דוד, ביאור שטיינזלץ]. Yet, mere displacement is not the end of their suffering. This dispersion will be marked by relentless persecution. No matter where they attempt to find refuge, they will be broken before their enemies, constantly pursued by the fierce anger of God [מלבי״ם].
