Absolute terror will grip the people, driving them out of their fortresses into a state of mass panic and helplessness. God will bring a paralyzing fear upon them from every possible direction, leaving no clear route for escape [מצודת דוד]. Driven by this overwhelming dread, the people will not plan their retreat. Instead, every individual will simply run straight ahead, rushing blindly without any specific destination in mind, desperate to reach anywhere they can.
This chaotic and uncoordinated flight will result in profound isolation. The refugees will not travel together or form groups. Scattered to the winds, they will find no one to gather them in, leaving them completely alone without the basic comfort of sitting together and finding support in one another [רד״ק, מצודת דוד, מלבי״ם].
They will be reduced to a state of constant motion and deep restlessness [רש״י]. There is a subtle difference between someone who is merely forced from their home and someone who becomes a true wanderer. A banished person might eventually find others and regroup. However, these refugees will become endless wanderers, moving constantly from place to place. They will be so completely scattered that it will become nearly impossible to ever gather and unite them again [מלבי״ם].
