Nature and weather systems do not operate on their own; they are direct expressions of God's will and power. The transformation of flowing water into solid ice or frost clearly illustrates this divine action. The creation of this ice originates from a powerful source. The primary approach among commentators is that this refers to a fierce, forceful wind, with its divine association emphasizing its immense strength [מלבי״ם]. This divine breath forms the ice, much like how the world itself was brought into existence by God's spoken word [ביאור שטיינזלץ]. Other scholars view this concept more abstractly, understanding it simply as God's will [רלב״ג]. Regardless of the specific interpretation, the natural forces that bring ice and rain do so entirely through God's power, not their own independent ability [רמב״ן].

As the ice forms, it drastically alters the bodies of water it touches. Some interpret this effect as a display of strength and solidity, where a fierce wind freezes expansive rivers, turning an abundance of flowing water into a hard, frozen mass [מלבי״ם, ביאור שטיינזלץ]. Alternatively, this process can be seen as one of restriction and pressure. As the ice freezes over vast waters, it traps them in a confined space, covering them from above and preventing them from rising into waves [מצודת דוד, מצודת ציון]. A different perspective suggests a process of pouring, where water is cast down upon the earth [רמב״ן], sometimes serving as a form of divine punishment or calamity [רש״י]. Beyond these views, a unique cosmological interpretation suggests that this stability hints at the Earth itself, standing firm as a fixed point in the center of the celestial spheres [אבן עזרא].

Taking a broader view, these natural phenomena represent a complete climate system designed to bring balance to the world. The creation of ice represents the western wind, while the expansive waters symbolize the eastern wind. God actively operates all four winds, utilizing their opposing traits of cold, heat, dryness, and moisture.
