אִם־לְשֵׁ֥בֶט אִם־לְאַרְצ֑וֹ אִם־לְ֝חֶ֗סֶד יַמְצִאֵֽהוּ׃

The movement of clouds and the falling of rain are not mere natural occurrences, but precise instruments of Divine providence. God actively directs the forces of nature, inviting and guiding the weather to execute His will through three distinct paths [מצודת דוד, מצודת ציון, מלבי״ם].

The primary approach among commentators is that God first uses the weather as a tool of strict justice and discipline. He directs the elements to punish and correct humanity, urging them to return to Him. This discipline takes various forms, such as withholding rain entirely, turning it into destructive snow, or releasing it in places where it brings no benefit and causes only harm. For instance, the water might fall on barren mountains, deep valleys, solid rocks, or the open sea, deliberately ruining the planted seeds [רש״י, מצודות, מלבי״ם, אבן עזרא, שטיינזלץ, תקות אנוש, אלשיך]. However, an alternative perspective suggests that this first path is not about punishment at all. Instead, it refers to God choosing to direct the rainfall to sustain a specific family or tribe [רמב״ן].

The second path represents the standard course of nature. Here, rain falls in a moderate and exact measure, precisely as decreed at the beginning of the year, without any added blessing or harsh punishment. This natural rainfall is designed to sustain the basic needs of the earth, reviving the soil, the animals, and the plants, and it is granted to those who humbly submit to God [רש״י, מלבי״ם, תקות אנוש, מצודת דוד, אבן עזרא]. Others view this category differently, suggesting it refers to rain targeted at a specific land that God favors [רמב״ן]. Another viewpoint proposes that God might gather clouds merely to show His affection for the land, but He ultimately holds back the rain because the inhabitants fail to observe the commandments connected to that soil [אלשיך].

The final purpose is driven by mercy and blessing. When people improve their actions and become more righteous than they were when their initial judgment was sealed, God performs wonders. Even if a very small amount of rain was originally decreed, He expertly maneuvers the clouds so that the water falls exactly when and where it is most needed, ensuring not a single drop is wasted [רש״י, מצודת דוד, מלבי״ם]. This extraordinary kindness can also be highly personal, directed to a single individual to water his private field [רמב״ן]. Furthermore, there are times when God brings clouds but delays the rain specifically to inspire people to act kindly toward one another. Only after they correct their behavior and treat each other with compassion does He release the deeply desired rain [אלשיך].
