The men of Judah accept Samson's request, promising that they will not harm him themselves. They clarify that their only intention is to tie him up so they can hand him over, assuring him that they will not take his life with their own hands [רש"י].
To secure him, they use thick ropes crafted by weaving together three double strands [מצודת ציון]. These ropes are entirely new and have never been used. This guarantees that the material is not worn out, providing the maximum strength necessary to hold him securely [ביאור שטיינזלץ].
After binding him with two of these heavy ropes, they bring him out of his hiding place. Their goal is to lead him away and surrender him to the large force of Philistines waiting nearby [רלב"ג, ביאור שטיינזלץ]. The journey away from his hideout involves an upward climb.
