Leviticus 9:21Sefaria

Waving specific parts of a sacrifice serves as a profound physical expression of gratitude, dedicating distinct portions to God and His priests. This ritual act embodies a deep recognition that all human abundance originates from a divine source, setting the stage for a heavenly blessing to descend upon the people. During this ceremony, the breasts and the right thighs of the two peace offerings, the ox and the ram, are lifted and waved This action formally designates these sections as gifts for the priests Beyond the practical allocation of food, the ritual carries deep symbolic weight. The breast of the animal represents human thought and inner will, while the thigh stands for physical strength and material standing. By elevating these specific parts, a person essentially dedicates all their personal power, joy, and wealth to God [רש ר הירש].

The exact timing of this waving ceremony within the broader service presents an interesting sequence of events. The primary approach among commentators is that the waving actually took place before the burning of the animal's fats. The burning is simply recorded first because it constitutes the core of the service [ביאור יש״ר]. However, a different perspective suggests that the waving truly occurred after the burning, reflecting a deliberate choice by Aaron [העמק דבר]. According to this view, Aaron altered the standard procedure because the requirement to wave the thigh had not been explicitly stated beforehand. Assuming Moses had instructed this detail on his own rather than through a divine command, Aaron did not wave the thigh alongside the fats as was customary. Instead, he waved a single right thigh together with the two breasts. Rather than pointing to a flaw, this minor deviation actually underscores the greatness of Aaron and his sons, highlighting how perfectly and accurately they managed to absorb and execute every other complex aspect of the Temple service.

This moment of dedication is intimately connected to the priestly blessing that immediately follows. On a practical level, the physical motion of the ritual teaches that a priest who raises his hands to bless the congregation must also lift and wave his hands On a conceptual level, this sequence reveals a profound spiritual truth. Only after the people fully acknowledge that their material and spiritual possessions belong to God are they truly ready to receive the priestly blessing, which brings them divine protection, enlightenment, and peace [רש ר הירש].
