עַֽל־עַ֭מְּךָ יַעֲרִ֣ימוּ ס֑וֹד וְ֝יִתְיָעֲצ֗וּ עַל־צְפוּנֶֽיךָ׃

Nations often unite not over territorial disputes, but driven by a deep-seated hatred aimed at the unique bond between God and His people. This animosity transforms ordinary conflicts into calculated campaigns of physical and spiritual destruction. The enemies of the Israelites gather in the shadows, whispering and weaving deceitful plans. They act with extreme cunning [מצודת ציון], ensuring their schemes remain entirely hidden from the public eye. The primary approach among commentators is that these nations meet in secret to carefully craft a conspiracy, strictly guarding their malicious plans from being exposed [רד״ק, מאירי, מצודת דוד, ביאור שטיינזלץ]. This conspiracy unfolds in stages, beginning with a quiet, confidential consultation that gradually develops into a concrete, practical plan of action [מלבי״ם].

The driving force behind this alliance is not political. The enemies target the Israelites specifically because they belong to God [מלבי״ם]. This elevates the threat from a conventional battle to a war of total annihilation [ביאור שטיינזלץ].

Regarding the exact target of these hidden plots, there are two main perspectives. The primary approach among commentators is that the target is the people of Israel themselves. They are considered God's treasured possession [מאירי], taking refuge and remaining safely concealed under His protective shadow [רד״ק, אבן עזרא, מצודת דוד, ביאור שטיינזלץ]. There is a profound contrast at play here. While the enemies hide their dark conspiracies in secrecy, the Israelites are securely hidden and protected by God [אבן עזרא].

Alternatively, the target of the conspiracy is not the physical people, but rather their hidden, sacred values. The enemy seeks to uproot the core spiritual foundations of the Israelites, such as their faith in God, divine providence, the Torah, and the Commandments [מלבי״ם]. A historical example of this spiritual warfare occurred during the Babylonian exile. At that time, the ruling authorities attempted to sever the Israelites' connection to God by forcing them into idol worship, a strategy clearly seen in the persecution of figures like Daniel, Hananiah, Mishael, and Azariah [אלשיך].
