כִּֽי־הִנֵּ֣ה א֭וֹיְבֶיךָ יֶהֱמָי֑וּן וּ֝מְשַׂנְאֶ֗יךָ נָ֣שְׂאוּ רֹֽאשׁ׃

The alliance of nations surrounding Israel represents far more than a physical military threat. It is a direct rebellion against God and His honor. As these nations mass together, their sheer numbers generate a loud and chaotic commotion [אבן עזרא, מצודת ציון, ביאור שטיינזלץ]. The ultimate goal of this gathering is the complete destruction of Israel [רד״ק, מצודת דוד]. This uproar is not merely the sound of an advancing army; it also reflects idolatrous practices designed to uproot the belief in God's divine providence and His absolute unity [חומת אנך]. Driven by deep arrogance and brazen pride, the attackers attempt to elevate themselves, rising up specifically to ruin God's chosen inheritance [רד״ק, מצודת דוד, ביאור שטיינזלץ, מאירי].

The attackers are identified not merely as foes of the nation, but specifically as the enemies of God Himself. If the nations were only marching against Israel, it might be possible to remain silent. However, because their actions are a direct assault on God's honor and a defiant stand against Him, He is called upon to step forward and fight them [אלשיך, מלבי״ם].

A careful distinction exists between two types of aggressors within this alliance. The first group consists of general enemies who harbor deep hatred in their hearts and contribute to the overall noise and uproar. The second group is made up of active instigators, the ones who take practical steps and initiate the actual harm. A dangerous dynamic occurs between them: the moment the active instigators arrogantly lift their heads to carry out their wicked plans, the passive enemies are suddenly emboldened, joining in to create a terrifying and unified commotion [אלשיך, מלבי״ם].
