וַיָּבֵ֨א שָׁפָ֤ן אֶת־הַסֵּ֙פֶר֙ אֶל־הַמֶּ֔לֶךְ וַיָּ֨שֶׁב ע֧וֹד אֶת־הַמֶּ֛לֶךְ דָּבָ֖ר לֵאמֹ֑ר כֹּ֛ל אֲשֶׁר־נִתַּ֥ן בְּיַד־עֲבָדֶ֖יךָ הֵ֥ם עֹשִֽׂים׃

Shaphan returns to King Josiah carrying the newly discovered Torah scroll from the Temple, but he does not immediately reveal this monumental find. Instead, the meeting opens with a routine progress report. Shaphan deliberately addresses his original mission first, providing an update on the supervision of the Temple repairs [רש״י]. This is a carefully calculated choice designed to prevent the king from being overwhelmed with shock and panic over the contents of the scroll. By starting with standard administrative matters, Shaphan creates a calm atmosphere, allowing him to subtly weave the dramatic news of the discovered scroll into the flow of his regular report [חומת אנך].

In his update, Shaphan assures the king that all the tasks entrusted to the workers are being carried out properly and faithfully [מצודת דוד, ביאור שטיינזלץ]. On a practical level, this specific report focuses on the new funds recently collected from the cities of Judah, confirming that they have been successfully handed over to the workers to pay the craftsmen. This new delivery of money is distinct from the older funds, gathered from previous vows and donations, which had been stored in the Temple for a long time. Those earlier funds had already been melted down and distributed to the workers on their own initiative, well before the king issued his current orders [מלבי״ם].
