וַיְהִ֗י כִּרְא֤וֹת יְהוֹרָם֙ אֶת־יֵה֔וּא וַיֹּ֖אמֶר הֲשָׁל֣וֹם יֵה֑וּא וַיֹּ֙אמֶר֙ מָ֣ה הַשָּׁל֔וֹם עַד־זְנוּנֵ֞י אִיזֶ֧בֶל אִמְּךָ֛ וּכְשָׁפֶ֖יהָ הָרַבִּֽים׃

The dramatic encounter between King Joram and Jehu reaches a breaking point as the two finally approach one another. The heavy tension is suddenly pierced by a seemingly routine greeting, but the harsh, cutting response makes it instantly clear that a rebellion is underway and there is no turning back.

Joram calls out to Jehu the moment he spots him in the distance. Exercising caution, the king advances only close enough to see Jehu and hear his voice, leaving Ahaziah standing much further behind. This specific positioning is exactly what allows Joram to later turn around and shout a desperate warning to Ahaziah to flee from the unfolding treason [מלבי״ם].

Joram asks if there is peace, using the exact same casual manner he would have used for any normal greeting in the past [ביאור שטיינזלץ]. However, Jehu's response immediately shatters any illusion of normalcy. The primary approach among commentators is that the answer bluntly clarifies that there is absolutely no peace between them. Jehu questions how any true peace could possibly exist, or even be deserved, as long as the severe crimes of Jezebel remain unpunished [מצודת דוד, רד״ק].

Jehu hurls accusations about the immorality and witchcraft of Jezebel, Joram's mother, directly at the king. Although Joram is the son of Ahab, Jehu deliberately chooses to insult him by linking him to his mother and her corrupt ways, a common method used when delivering curses [ביאור שטיינזלץ]. On a deeper level, Jezebel's actions represent a deep-rooted spiritual flaw. Her widespread immoral behavior completely corrupted and destroyed the very foundation upon which true peace is built [חומת אנך].
