Following a sudden tragedy during the initial attempt to bring the Ark of the Covenant to Jerusalem, King David pauses to reflect on the disaster. The death of a man who reached out to steady the Ark serves as a harsh awakening, prompting the king to realize that a critical error was made in how the sacred object was transported. This moment marks a turning point where David corrects the mistake and establishes the proper, Divinely mandated procedure for moving the Ark.

In the immediate aftermath of the tragedy, David resolves to completely change the method of transportation [מצודת דוד, ביאור שטיינזלץ]. The commentators agree that his new directives address two distinct failures from the first attempt. First, the responsibility of carrying the Ark is restricted exclusively to the Levites, rather than ordinary Israelites who had previously taken on the task [מלבי״ם]. Second, the Ark must be carried physically on the shoulders of the Levites, rather than being placed on a wagon [רש״י, ביאור שטיינזלץ]. David recognizes that the very act of loading the Ark onto a cart instead of carrying it properly is what provoked the punishment and led to the fatal outcome [רש״י].

God specifically designated the Levites for this duty to prevent any future missteps that could lead to another disaster [מצודת דוד]. This selection is rooted in the original laws given in the desert, where God instructed the family of Kohath to bear the holy vessels upon their shoulders [רלב״ג].

Through this experience, David gains a profound new understanding. Initially, he had mistakenly assumed that the requirement to carry the Ark on human shoulders was a temporary instruction, applicable only during the era of wandering in the desert. By reexamining the original laws, he discovers that the dedication of the Levites for this purpose is a permanent commandment intended for all generations. Furthermore, he realizes that this duty is no longer limited strictly to the family of Kohath, as it was in the wilderness, but now extends to the entire tribe of Levi [מלבי״ם].
