וַיֹּ֤אמֶר אֲלֵיהֶם֙ רַבְשָׁקֵ֔ה אִמְרוּ־נָ֖א אֶל־חִזְקִיָּ֑הוּ כֹּֽה־אָמַ֞ר הַמֶּ֤לֶךְ הַגָּדוֹל֙ מֶ֣לֶךְ אַשּׁ֔וּר מָ֧ה הַבִּטָּח֛וֹן הַזֶּ֖ה אֲשֶׁ֥ר בָּטָֽחְתָּ׃

The Assyrian representative addresses the King of Judah solely by his first name, Hezekiah, deliberately stripping away his royal title. In sharp contrast, he takes care to glorify his own sender, referring to Sennacherib only with grand titles like the King or the Great King, without ever using his actual name [ביאור שטיינזלץ].

The focus of the speech is a defiant, rhetorical question challenging the basis of Judah's security. The primary approach among commentators is that this question seeks to uncover the exact source of the boldness driving Hezekiah to rebel and stand firmly against the massive Assyrian Empire [מצודת דוד, ביאור שטיינזלץ]. It is a direct challenge to his audacity in attempting a second rebellion against such a dominant power [מלבי״ם].

This challenge regarding confidence is not an abstract thought; it is directly tied to the reality on the ground and Hezekiah's specific military choices. While the rest of the cities in Judah simply opened their doors and surrendered to the advancing Assyrian army, Hezekiah refused to open the gates of Jerusalem. Instead, he chose to fortify his position, rebuilding the city's broken walls and preparing weapons and shields for an incoming siege. Through these actions, he projected a strong belief in his ability to wage a direct, head-on war against Assyria [שד״ל].
