The messenger clarifies the division of responsibilities regarding the child's upbringing, emphasizing that the new divine instructions are directed specifically at the mother. She is the one who must carefully follow the guidelines given to her [ביאור שטיינזלץ]. There is no need for new directions concerning how to raise the boy himself. The standard laws of a Nazirite are already well known, and the parents can easily learn these rules from wise teachers without needing any heavenly intervention. The only new information requiring a messenger from God involves the mother, who must observe special restrictions that are not part of regular Nazirite law [מצודת דוד, מלבי״ם].
The decision to address the woman rather than her husband stems from several reasons. One approach suggests that she possessed a higher spiritual level, making her more prepared to see an angel. Furthermore, delivering the command directly to the mother rather than through the father establishes the child's status as a unique divine decree. It is not simply a standard vow that a father imposes on his son, which would be governed by different legal rules [מלבי״ם]. Another reason the messenger focused the command on the mother, rather than decreeing the child's future behavior directly, relates to human freedom. A person is never destined before birth to be righteous or wicked; rather, such matters are left entirely to their own free choice [אהבת יהונתן].
As the encounter continues, the father, still unaware that he is speaking to an angel, invites his guest home and offers to honor him with a meal of a young goat. The messenger refuses to eat the food and instead instructs him to offer the goat as a sacrifice to God. When asked for his name so that they might honor him in the future, the messenger replies that his name is wondrous and hidden. He explains that he does not have a permanent name. Instead, his identity changes every time depending on the location to which he is sent and the specific nature of the mission God has assigned at that moment [צאינה וראינה].
