וּמָ֣ה הָאָ֗רֶץ אֲשֶׁר־הוּא֙ יֹשֵׁ֣ב בָּ֔הּ הֲטוֹבָ֥ה הִ֖וא אִם־רָעָ֑ה וּמָ֣ה הֶֽעָרִ֗ים אֲשֶׁר־הוּא֙ יוֹשֵׁ֣ב בָּהֵ֔נָּה הַבְּמַֽחֲנִ֖ים אִ֥ם בְּמִבְצָרִֽים׃

The scouting mission ahead of entering the land requires a meticulous assessment of the destination, evaluating its geography, strategy, economy, and population. Moses directs the scouts to analyze the fundamental nature of the territory and its settlements to prepare the nation for what lies ahead. When determining whether the region is inherently good or bad, commentators offer various metrics. One approach focuses on health and climate, defining a good land by its fresh air, pleasant weather, and robust inhabitants [אבן עזרא, רלב״ג, בכור שור, שטיינזלץ]. Conversely, a bad land is one that breeds illness and causes death [חזקוני]. The primary approach among commentators, however, identifies a good land by an abundance of fresh water and healthy springs [רש״י, ספורנו, מלבי״ם]. Because soil quality is evaluated separately, this initial assessment must refer specifically to the water supply [ברטנורא].

Beyond health and water, the quality of the land is measured through economic and agricultural lenses. A good land yields such abundant crops that a conquering army would not need to prepare extensive rations in advance [רשב״ם]. This concept of goodness encompasses all forms of natural wealth. It includes flat regions that produce juicy fruits like dates and figs, as well as mountainous terrains that rely on regular rainfall to yield premium dry fruits like nuts and carobs. Furthermore, prosperity is reflected in the wealth of the residents and the presence of a bustling, affordable local trade network [רמב״ן, הטור הארוך]. Other practical considerations involve the quality of local infrastructure and construction, determining how suitable the area is for human habitation [אור החיים, מלבי״ם]. The physical terrain is also evaluated for its strategic convenience, ensuring an army can pass through smoothly without encountering obstacles like deep mud or pits [העמק דבר]. Additionally, the territory is assessed for the spiritual and cultural influence it will ultimately have on the nation residing there [רש״ר הירש].

The investigation then shifts to the nature of the local settlements, specifically whether the inhabitants live in open areas or fortified strongholds. The absolute majority of commentators agree that the open areas refer to unwalled, exposed cities where people live in tents or agricultural communities, while the strongholds are heavily fortified cities surrounded by high walls. Alternatively, some view these terms through a strictly military lens. In this view, the open areas are external military encampments stationed outside the cities for protection, whereas fortified cities defend themselves from within and do not require external guards [הכתב והקבלה, העמק דבר]. Gathering this intelligence holds critical strategic value, as the invading force must know whether they will need to construct siege ramps and specialized machinery to conquer the cities [רשב״ם].

Beyond military logistics, the style of the settlements offers profound psychological insight into the local population. Living in open, unwalled cities demonstrates self-confidence, bravery, and an absence of fear regarding war. In contrast, hiding behind massive walls reveals weakness, fear, and cowardice [ספורנו, רש״ר הירש]. On the other hand, an unwalled city might not indicate bravery at all; it could simply be a sign of poverty, a lack of building materials, or an absence of valuable treasures, meaning the residents have nothing to fear from thieves [מלבי״ם]. Ultimately, observing the formidable strength of these cities and their inhabitants serves a higher purpose. It is designed to amplify the nation's recognition of the immense miracles God will perform for Israel when He delivers these fortified strongholds directly into their hands [אור החיים].
