כֵּ֣ן שַׁ֤בְתִּי זָמַ֙מְתִּי֙ בַּיָּמִ֣ים הָאֵ֔לֶּה לְהֵיטִ֥יב אֶת־יְרוּשָׁלַ֖͏ִם וְאֶת־בֵּ֣ית יְהוּדָ֑ה אַל־תִּירָֽאוּ׃

A difficult era of punishment and exile has finally come to an end, giving way to a new dawn of blessing, stability, and comfort. After a long period of hardship, a fundamental shift occurs in how God guides His people. Just as God acted decisively in the past, He now sets His plans exclusively on doing good [מצודת דוד, ביאור שטיינזלץ].

The suffering the nation endured was never in vain; rather, it served as a necessary preparation for the blessings to come. The long exile allowed the land to rest and cleansed the people of their past wrongs, leaving them fully prepared for a complete redemption. Because the earlier hardships were always intended for a positive ultimate purpose, God will not turn back from His decision to bring about this new era of good [מלבי״ם, מצודת דוד]. The House of Judah is specifically highlighted in this promise of renewal because this tribe constitutes the vast majority of the nation and carries the royal lineage [אבן עזרא].

With this promise comes a divine call to abandon all fear, a message that operates on two complementary levels. On a spiritual and internal level, there is no longer any reason for anxiety, as the nation's past sins have been completely forgiven and they are now worthy of salvation [מלבי״ם]. On a practical and political level, this encouragement is meant to strengthen the people against the external threats surrounding them. They are assured that they do not need to fear the messages of Babylonian envoys [מצודת דוד], nor should they be intimidated by local adversaries, such as Sanballat and his allies, who actively try to disrupt and halt the rebuilding efforts [רד״ק].
